Interim Hearing | Oil & Gas Wells and Energy Agency Oversight

The Texas House Committee on Energy Resources will hold an interim hearing on Tuesday, September 15, 2026, at 8:30 a.m. in Room E2.026 of the Texas Capitol.
The committee will examine procedures and administrative rules governing severed oil and gas wells, including the process for operators to resume production and potential safety and regulatory compliance concerns.
Lawmakers will also review implementation of Senate Bill 1150 and efforts to prevent inactive wells from becoming orphaned. The committee will examine environmental hazards associated with P-13 water wells, regulatory authority over those wells, and current and projected costs associated with managing them.
The hearing will additionally include oversight of agencies and state entities under the committee’s jurisdiction, including the Railroad Commission of Texas, Office of Interstate Mining Compact Commissioner for Texas, State Energy Conservation Office, and Texas representatives to interstate energy organizations.
The notice specifies invited testimony only for agency oversight, while the committee will hear public and invited testimony on the other posted interim charges.
