Interim Hearing | Pecos River Basin Water Management

The Texas Senate Committee on Water, Agriculture & Rural Affairs will hold an interim hearing on Thursday, September 3, 2026, at 9:00 a.m. in Room E1.012 of the Texas Capitol.
The committee will study water availability, flow decline, and administrative challenges within the Pecos River Basin. Senators will examine the purpose, operations, and functions of the Red Bluff Water Power Control District and its constituent irrigation districts.
The hearing will also address Texas’s accounting responsibilities under the Pecos River Compact, implementation of environmental flow standards, and the anticipated discharge and beneficial reuse of treated produced water in the basin.
Lawmakers will consider recommendations to modernize district governance, improve interstate coordination, and support the long-term reliability of water resources within the Pecos River Basin.
Invited and public testimony will be heard. Public testimony will be limited to two minutes per witness.
