Interim Hearing | Oil & Gas Regulation and Renewable Energy Decommissioning

The Texas Senate Committee on Natural Resources will hold an interim hearing on Monday, September 21, 2026, at 9:00 a.m. in Room E1.012 of the Texas Capitol.
The committee will review implementation of legislation passed during the 89th Legislature involving the oil and gas industry and public safety. That review includes Senate Bill 494, concerning the establishment of a chief petroleum products task force; Senate Bill 1806, addressing inspection, purchase, sale, possession, storage, transportation, and disposal of petroleum products and oil and gas equipment and waste; and House Bill 48, creating an organized oilfield theft prevention unit within the Texas Department of Public Safety (TxDPS).
Senators will also study the lifecycle and decommissioning of wind and solar facilities. The committee will examine financial assurance requirements for site remediation and landowner protection, disposal and recycling of wind turbine blades and solar modules, environmental impacts, permitting, land restoration, and the proper management of decommissioned materials.
Invited and public testimony will be heard. Public testimony will be limited to three minutes per witness.
