Digest
HB 105 modifies the rules for issuing Certificates of Obligation (COs) by municipalities and counties. It narrows the types of "public works" for which COs may be issued, shortens the maximum maturity from 40 to 30 years, and lowers the petition threshold for requiring an election from 5% to 2% of registered voters. It also eliminates authorization for COs to fund the restoration of historic structures and repeals a provision allowing COs for specific administrative buildings.
