HB 108 requires the Texas Division of Emergency Management, in collaboration with other agencies, to create and publish a public guide for civic and community organizations on how to prepare for and respond to flooding disasters. The guide must address coordination of resources, community engagement, long-term recovery, and communication strategies, and must be available online by April 1, 2026.
