Digest
HB 109 expands and renames the small-business disaster loan program to cover both “small and micro-businesses.” It provides zero-interest loans to community development financial institutions for lending to qualifying businesses affected by declared disasters. At least 50% of loan funds must go to micro-businesses, and loans cannot be issued to franchises, private equity-backed companies, or lobbying firms.
