HB 116 repeals school district M&O property taxes beginning in 2030 and replaces them with a state value-added tax (VAT) at a proposed rate of 6.72%. It directs the Comptroller to study and recommend how all remaining local property taxes could be replaced with local VATs. Constitutional amendment approval is required for implementation.
