HB 118 mandates that federal funds reimbursed to Texas under “One Big Beautiful Bill” for border security be distributed as one-time property tax rebates to all homestead property owners. The rebate is exempt from income taxation and does not affect benefit eligibility. Funds received after April 30, 2026, must be used for school property tax rate compression.
