HB 55 changes how school district property values are calculated for state funding purposes by allowing full recognition of the optional homestead exemption under Tax Code ยง11.13(n). Currently, only half of the exemption is recognized. The bill modifies the definition of "taxable value" used in the property value study to more accurately reflect local tax bases and repeals an outdated section on how excess funds are distributed under the Foundation School Program.
