HB 59 allows sheriffs and constables in counties with populations over 3.3 million (e.g., Harris County) to independently enter contracts to provide law enforcement services to individuals, businesses, or local governments. It prohibits county commissioners from interfering in these contracts or reallocating the revenue generated from them, and ensures those funds are reserved for law enforcement purposes.
