HB 63 imposes a spending cap on county and municipal governments. Expenditures from all revenue sources may not exceed the prior year's amount, adjusted by inflation and population growth, unless voters approve higher spending or a disaster declaration applies. Bond revenues and gifts are excluded from the cap.
