HB 66 creates civil and criminal liabilities for anyone involved in manufacturing, distributing, or facilitating access to abortion-inducing drugs, including through websites or apps. It empowers private citizens to file lawsuits (with significant financial penalties) and mandates Internet service providers to block access to certain abortion-related websites. It also criminalizes funding abortion travel for minors, adds abortion-related offenses to state racketeering laws, and heavily restricts judicial review and public enforcement avenues.
