HB 70 criminalizes and imposes civil penalties on anyone who knowingly transports or funds the transportation of an unemancipated minor across state or national borders for the purpose of obtaining an abortion without parental consent. It includes a mandatory license revocation for health care providers who participate and establishes penalties up to $100,000 per violation.
