HB 77 expands civil immunity for individuals who forcibly enter a locked motor vehicle to rescue a "vulnerable individual" or "domestic animal" (e.g., a child or pet). If the rescuer reasonably believes the individual or animal is in danger and meets certain steps—including contacting law enforcement and using only necessary force—they are shielded from civil liability. However, immunity does not apply if law enforcement advises against entry.
