HB 81 directs the Texas Department of Transportation to enter into a public-private partnership to construct, maintain, and operate a high-speed rail line connecting Dallas, Waco, Austin, and San Antonio along the I-35 corridor. It also repeals Section 199.003 of the Transportation Code, which currently restricts certain uses of state funds for private rail projects.
