HB 89 limits the annual expenditures of cities and counties to the previous year’s spending plus a rate tied to inflation and population growth. Expenditures exceeding the limit must be approved by voters or triggered by a state disaster declaration. The limit excludes bond revenues and donations. The Legislative Budget Board must publish the applicable adjustment rate annually.
