Digest
HB 90 allows local appraisal districts to exclude the value of new or significantly remodeled homes when determining the appraised value of an older residence homestead (over 30 years old) located within or near a municipal tax increment reinvestment zone. The intent is to prevent steep property tax increases on older homes due to nearby redevelopment. The bill would take effect January 1, 2026, but only if the related constitutional amendment is approved by voters.
