HB 91 establishes workplace heat safety standards for all Texas employers and creates a Heat Illness Prevention Advisory Board under the Texas Workforce Commission. It mandates access to water, rest, shade, emergency procedures, and training for employees and supervisors. Employers must provide heat illness notices and training in a language understood by employees. It prohibits retaliation and allows for administrative penalties of at least $1,000 per violation.
