Digest
HB 96 requires all elections to approve general obligation bonds, other tax-backed debt, or increases in ad valorem tax rates to be held exclusively on the November uniform election date. It further raises the voter approval threshold from a simple majority to a three-fifths supermajority. Multiple sections of the Tax, Health and Safety, Special District Local Laws, and Election Codes are amended to reflect the new threshold and uniform election timing. The supermajority requirement is contingent on voter approval of a related constitutional amendment.
