HB 97 establishes a framework for Texas to declare certain federal actions unconstitutional if they exceed constitutional authority. It creates a Joint Legislative Committee on Constitutional Enforcement to evaluate federal actions and empowers the Legislature, Governor, and courts to reject implementation of declared unconstitutional federal mandates. If a federal action is declared unconstitutional under this law, Texas agencies and subdivisions are barred from enforcing it.
