HJR 10 would require all political subdivisions in Texas, other than school districts, to freeze the total amount of ad valorem (property) taxes imposed on residence homesteads of disabled individuals or those aged 65 and older. The freeze would also extend to a surviving spouse who is at least 55 or disabled. It removes prior provisions requiring local governments to opt in or hold elections to adopt such limitations.
