HJR 11 mandates that the state expand Medicaid eligibility to all individuals who qualify for federal matching funds under the Affordable Care Act. It would enshrine Medicaid expansion into the Texas Constitution, taking effect January 1, 2026, if approved by voters on November 4, 2025.
