HJR 8 proposes a constitutional amendment to abolish all ad valorem property taxes in Texas beginning January 1, 2031. It includes a provision requiring the state to guarantee repayment of all school district bonds issued prior to that date and backed by such taxes. The measure would go before voters on November 4, 2025.
