HJR 9 proposes a constitutional amendment limiting the rate of growth in state and local government appropriations based on taxpayer ability to pay, as measured by inflation and population growth. Any surplus revenue collected must be returned to taxpayers through tax rate reductions. Voter approval of the amendment would be required on November 4, 2025.
