Digest
SB 21 expands enforcement authority under the Human Trafficking Prevention Business Partnership Program. It allows county and district attorneys, alongside the Attorney General, to issue notices of violations to commercial lodging establishments and to pursue civil penalties and injunctive relief for noncompliance. It also requires local prosecutors to notify the Attorney General before filing suit and clarifies jurisdiction and cost recovery. Penalties collected locally would go to the county where the court is located.
