HB 184 limits the increase in appraised value for all real property (not just homesteads) to 5% per year. It repeals the current 10% cap for homesteads and removes references to the unused increment rate. It also includes provisions for appraisal roll corrections and treatment of manufactured homes. Effectiveness is subject to a constitutional amendment.
