HJR 18 allows the Legislature to limit the maximum appraised value of all real property to 105% (instead of the current 110% for homesteads and 120% for other property). It removes the restriction limiting appraisal caps to residence homesteads and authorizes future legislation to define real property, including manufactured homes, for this purpose.
