HB 1050 revises the Water Code to allow any prevailing party in lawsuits involving groundwater conservation districts to recover attorney’s fees, expert witness costs, and other litigation expenses. The bill requires fees and costs to be awarded only for issues on which the party prevails and mandates segregation of costs for accurate awards.
