HB 1071 establishes the Texas Adoption Assistance Program to provide financial support for adoption-related expenses. The program is administered by the Health and Human Services Commission in partnership with certified organizations. Eligible parents can receive grants proportional to their income, and organizations participating in the program must allocate at least 97% of donations to adoption assistance.
