HB 1190 requires the University of Texas System to adopt a formal policy to eliminate routine methane flaring on university lands by 2027. Lessees must submit and adhere to methane reduction plans that include compliance with EPA standards and regular maintenance and inspections to detect and repair malfunctioning flares.
