HB 1245 prohibits the use of water to irrigate nonfunctional turf on nonresidential properties during periods of drought or water shortages. It requires drought contingency plans to include specific, enforceable measures to reduce water usage and prohibits non-essential irrigation, as defined by the Texas Commission on Environmental Quality (TCEQ). Public water suppliers must update their plans by May 2026 to comply with these new requirements.
