HB 1247 enhances tenant protections by amending the Property Code to prohibit landlords who unlawfully interrupt utility services from collecting delinquent rent. It also strengthens tenant remedies by allowing them to recover actual damages, their security deposit, one month’s rent plus $1,000, attorney’s fees, and court costs in such cases. These provisions apply to violations occurring after the law takes effect.
