HB 1296 introduces an automatic voter registration system for newly naturalized United States citizens in Texas. Upon issuance of a certificate of naturalization, the U.S. Citizenship and Immigration Services will notify the Texas Department of Public Safety (DPS), which will then provide the relevant information to the appropriate county voter registrar for automatic registration. If notification fails, individuals can present their naturalization certificate directly to the registrar for manual assistance with voter registration. The Secretary of State is authorized to establish rules to facilitate the implementation of this system.
