HB 1381 prohibits public institutions of higher education from entering contracts with, or accepting gifts, grants, or donations from, foreign entities or countries designated as of particular concern under the International Religious Freedom Act of 1998. The Texas Higher Education Coordinating Board may establish rules for enforcement. This provision applies only to contracts entered into on or after the effective date.
