HB 1438 mandates the Texas Commission on Environmental Quality and the state climatologist's office to prepare a climate change impact report and greenhouse gas inventory every four years. It also requires the creation of a climate change action plan addressing emission reduction strategies and economic opportunities related to climate mitigation technologies.
