HB 1463 establishes requirements for the manufacture, transportation, storage, and disposal of new and scrap tires. It mandates manufacturers to submit identification information for each tire to the Texas Commission on Environmental Quality (TCEQ), introduces electronic manifesting for scrap tire transactions, and implements penalties for noncompliance. Counties are authorized to impose fines on violators, levy a disposal fee of up to $5 per tire, and use collected funds for tire disposal, recycling, or establishing recycling facilities.
