HB 1477 amends provisions of the Texas Election Code to increase the penalty for failure to properly prepare and deliver precinct election returns from a Class B to a Class A misdemeanor. It also authorizes the Secretary of State to supervise precinct election record activities when deadlines are missed, while retaining judicial oversight through district judges for impounded records.
