HB 1494 modifies venue rules for legal challenges to the constitutionality, validity, or applicability of state agency administrative rules. It allows such challenges to be filed in specific counties, including the plaintiff's residence, their principal business location, the agency's headquarters, or Travis County. It further permits certain cases to be transferred to the Fifteenth Court of Appeals if the public interest demands a prompt and decisive resolution.
