HB 151, titled the “Honesty in State Taxation Act,” amends the Texas Tax Code to standardize the terminology used for state-imposed charges, mandating that any state-imposed charge for revenue be accurately labeled as a “tax.” The bill prohibits state agencies and the legislature from referring to state-imposed taxes as “fees,” “levies,” “surcharges,” or other terms that could obscure their nature. It also directs the Texas Legislative Council and state agencies to revise existing references in laws, rules, and publications to reflect accurate taxation terminology.
