HB 1513 amends the Health and Safety Code to regulate the location and operation of concrete batch plants. It prohibits the operation of a concrete batch plant under a standard permit within 550 feet of another concrete batch plant, a hot mix asphalt plant, or a concrete crushing facility, unless the batch plant was authorized before September 1, 2025. Additionally, for renewals of permits for pre-existing plants, operations will also be prohibited within the same proximity. The method of measuring distances is defined for implementation purposes.
