HB 1554 prohibits governmental entities in Texas from using public funds to provide legal services for individuals unlawfully present in the United States in removal or immigration-related civil proceedings, except where required by the United States Constitution. It further bars seeking state reimbursement for attorneys provided for such purposes. The bill does not restrict providing legal representation to indigent defendants entitled to counsel in criminal proceedings under Texas law.
