HB 1614 amends the Texas Health and Safety Code to allow veterinarians employed by releasing agencies to provide non-emergency veterinary services to animals owned by individuals or families with incomes below 50% of the median income for their area or below the federal poverty level. Owners must submit evidence of their income to qualify, and releasing agencies are required to maintain and provide this evidence to the State Board of Veterinary Medical Examiners upon request.
