HB 1658 allows non-enrolled students, such as those attending nonpublic schools, to access public school library materials. School districts and charter schools may adopt policies permitting such access, provided the non-enrolled student resides within the district or the school’s geographic area and meets proof-of-residency requirements. This is designed to broaden access to educational resources for non-traditional students.
