Digest
HB 174 amends the Texas Human Resources Code to update regulations for child-care facilities and registered family homes. Key changes include a mandate to adopt inclusive practices for children with disabilities or special needs. Under this bill, facilities must integrate these children into general activities where feasible and allow certified intervention providers access to work with them on-site. Facilities may deny services if accommodating a child with disabilities would impose an undue burden, pose a safety risk, or require fundamental policy changes per ADA guidelines. HB 174 also mandates written disclosure of the facility’s policies on disabilities and provides parents with resources for accessing early childhood intervention services.
