HB 1780 amends the Texas Election Code to require that officially prescribed carrier envelopes for early voting ballots by mail be prepared to allow free postage within the United States. It mandates that the envelopes include a clear indication that return postage for the envelope and balloting materials is prepaid. The secretary of state is tasked with adopting rules necessary to implement these provisions. The changes apply only to elections ordered on or after the bill's effective date of September 1, 2025.
