HB 1867 expands tuition and fee exemptions at public institutions of higher education in Texas to include the siblings of military personnel who were killed in action, died while in service, went missing in action, suffered service-connected injuries resulting in total and permanent disability, or met the eligibility requirements for individual unemployability. The eligibility applies only if the military member does not have a spouse or child. It also extends to siblings of members of the Texas National Guard or Texas Air National Guard under similar conditions. Siblings must meet residency requirements to qualify for the exemption. The changes apply to tuition and fees charged starting with the fall 2025 semester.
