Digest
HB 1890 requires municipalities in counties with populations over 1.5 million, where more than 75% of the population resides in a single municipality, to address the impact of certain low-income housing developments on local schools. When such developments are constructed or rehabilitated on annexed land, the municipality must request impact studies from school districts whose campuses fall within the development's attendance zones. These studies will identify necessary capital improvements for the campuses to accommodate an increased student population. Based on the study findings, the municipality is obligated to fund the identified improvements and complete them according to a timeline agreed upon with the school district. The act applies to developments in progress on or after September 1, 2025.
