HB 190 proposes creating a grant program to provide free or reduced-tuition prekindergarten classes to eligible children aged three and above. Administered by the Texas Education Commissioner in collaboration with the Pre-K 4 SA early childhood initiative, the program will fund school districts, open-enrollment charter schools, and private schools to provide pre-K education for eligible children. Schools receiving grant funds must follow any curriculum and teaching methods set by Pre-K 4 SA. The commissioner must submit an annual report evaluating program outcomes and suggesting legislative actions. The program is scheduled to end on January 1, 2031.
