HB 191 amends the Texas Property Code to prohibit certain foreign entities from purchasing or acquiring title to real property within Texas. The bill targets entities headquartered or controlled by governments of “designated countries” identified in U.S. National Intelligence reports as posing security risks to the United States. Designated entities include those controlled by or affiliated with the governments of these countries. The Texas Attorney General is granted enforcement authority, allowing them to bring action in district courts if they suspect a violation. Should a court confirm a violation, it can appoint a receiver to manage and sell the property. This bill becomes effective on September 1, 2025.
