HB 1918 amends the Water Code to restrict Class A water and sewer utilities to filing rate increase applications no more than once every 36 months, unless financial hardship is demonstrated. Additionally, it caps rate increases to no more than 20% for any class or category of ratepayers. These provisions apply to applications filed on or after the act's effective date of September 1, 2025.
